Public safety is undergoing a massive change as the 2010s move towards their conclusion and the 2020s appear on the horizon. Digital systems have been installed around the world and have served first responders well, particularly in Europe where TETRA transformed the public safety landscape. However, we now need to find a way of incorporating new services being demanded by users that cannot be run over narrowband networks. How can we guarantee similar levels of functionality, resilience, coverage and control with emerging 4G/5G solutions as we have with existing, mature solutions? Can the commercial operator model work? Do governments and/or users need to retain control over valuable resources such as spectrum, core networks and service provision? Is a new decentralised model possible that will allow faster, feature-rich solutions to safeguard smart cities, smart infrastructure, and smart businesses and also reach rural areas when disaster strikes? Do we need to look at new ways of financing public safety networks? Is there a new economic model for delivering public services with massive social value? What will critical communications look like during the 2020s when all communications become critical? What can we do today to make sure our vision for the future becomes a reality?
